						| Never Ending Contest: How Scores were calculated |

						| All scores range from 0 to 100. In the case of a Good attribute (value, health, education, etc.) the highest
value gets a score of 100 and the lowest gets 0. It's the opposite with Bad attributes
(crime, pollution, unemployment, etc.) where the lowest gets 100 and highest gets 0.
	Each city gets a score from 0 to 100 in these categories based on what the highest and lowest values are. 
		All of the scores are averaged together to give the city an Overall Score.
	The cities are then sorted by the scores so you can see what the Highest Population, Value, Power, Water,
Health, Education, GNP, NatPop, FedRate, Approval Rating and Cash Flow and Lowest Traffic, Pollution, Crime
and Unemployment.
