To simplify the judging the following was done:

  1. All categories requiring measurement as apposed to
     human judgement were eliminated.  For example:
     - Highest Population
     - Lowest Crime
     - Most A rated services
     - Most profitable city
  2. All "Least or Worst" categories were eliminated.
     Unfortunately a few people sent in cities that were obvious attempts
     to win the "Least and/or Worst" categories.  Such is life.

This is the final list:

 1. Most Livable City
 2. Most Chaotic, Insane, Crazy City
 3. Most Symmetrical, Balanced, Perfect City
 4. Most Realistic, Lifelike City
 5. Most Weirdest, Freakish, Bizzarest City
 6. Most Original, Creative, Inventive, Imaginative City
 7. Most Mountainous city
 8. Most Creative way to power a city
 9. Most Creative use of Arcos
10. Most Creative water supply
11. Most Creative use of signs
12. Best Zoning Design
13. Best Use of transportation
14. Best Looking city, fun to look at, not boring or dull, coolest overall
15. Best High Class Area
16. Best Vacation city
17. Best Overall Design
18. Your Favorite city

* If while judging a city you think it deserves an award that
  is not listed above, feel free to nominate it for that award.
  
* If you think that two or more cities tie for a certain award
  then say so.

Please examine each of the 38 cities listed below.
Here are some suggestions to help you judge.
These are only suggestions.  You can judge the cities
any way you like.

 * Try clicking on the "Show Buildings", "Show Infrastructure",
   "ShowZones" and "Show Underground" buttons on the toolbar to
   reveal the underlying structure.  It will help you with categories
   like "Best use of transportation" or "Best Zoning Design."

 * Examine all categories for each city instead of each city for all categories.
   You don't want to load all 38 cities for each of the 18 categories.
   That would be 684 city loads!  Just load a city and look over all of the
   categories.  Write down any that stand out for that city.

 * I'm one of the judges and I have completed my judging of all of the
   cities.  I can tell you from experience that it will probably take you 
   between two and four hours total to judge all of the cities depending 
   on how fast your computer is and how efficient your judging methods are.

Last Minute Stuff:

Please make it easy on me to total your scores by using the list below.
Follow each city with the category(s) you think it deserves to win.
For example: "MYCITY.SC2 3 10 17" would tell me that you think that MYCITY.SC2
deserves to win categories 3, 10 and 17.
The e-mail you send back will be processed with a computer so make sure
you do not change the order of the list below.
Note that you don't have to assign each award a city or vise-versa.
If you don't think any city deservers a particular award, then don't award it.
If you don't think a city deserves any awards, then don't award it any.
Feel free to nominate a city with as many awards as you think it deserves.
Remember than you can nominate more than one city for an single award
if you think that those cities tie for that award.
Remember that you can NOT judge your own city.
IF you think your own city deserves a certain award, then don't nominate
any city for that award.
